Article 12 of the SADC protocol on gender and development talks to equal representation and states that “measures are accompanied by public awareness campaigns which demonstrate the vital link between equal representation and participation of women”. The database is a campaign that ensures easy access to Tanzanian women professionals, to ensure that women enter and occupy those spaces they have always wanted to. Aid programs that provide women opportunities to better their health, education and wellbeing have effects far beyond a single individual – (USAID). Having empowered women in any given economy means reduction of dependency on men, reduction of violence against women and girls, increased household purchasing power, improved standards of living and contribution to government taxes resulting in better services to society. Women empowerment leads to Tanzania’s development.
Below are some excerpts from the constitution: Section 3(g) – the value of gender equality Section 3(g) of the Constitution of Tanzania sets out gender equality as one of the values upon which Tanzania is founded. The State should endeavour to uphold the national values. Tanzania’s commitment to the value of gender equality will be reflected in the decisions, policies and laws on gender equality that are put in place. Section 17 and 17b of the Constitution clearly sets out gender balance as one of the national objectives which must guide the State and all institutions and agencies of government at every level in formulating and implementing laws and policy decisions. This can only happen when there is a database to be used to push the supply side in strategically placing women in the different institutions.

TGNP Mtandao conducted a situational analysis on women representation in decision making and leadership positions which clearly revealed that women are excluded or are underrepresented in decision making processes and leadership positions.
From TGNP’s experience in working with women and men, there is a notion that women capable and ready to take up leadership positions for various reasons including: low level of education which leads to lack of skills, competence and experiences, limited income to facilitate them to participate in political processes, and a patriarchy system that treats women as second class citizens, are unavailable.
During the commemoration of International Women’s Day (IWD), 1st March 2017 it was raised from some participants that there is a growing perception throughout Tanzania that there are no qualified women to take up leadership positions, a perception that has been raised before. This critical issue was seen as requiring urgent attention and the guest of honor, Hon. Ummy Mwalimu (The Minister of Health, Community Development, Gender, Elderly and Children, MoHCDGEC), responded with the request that the Director of Gender from MoHCDGEC and TGNP Mtandao collaborate in the development of a data management system which will track and make visible, profiles of qualified and competent women with relevant expertise and experiences. This database will provide a system to facilitate the appointment in all sectors, public and private, of women leaders, professionals and experts, and in turn demystify the stereotype women are not available or qualified for such positions.
